GUIDELINES REGARDING PERSONS WITH DISABILITIES USING THE SERVICES OF A SCRIBE

The facility of Scribe / Reader would be allowed to Visually Handicapped (VH) and Orthopedically Handicapped (OH) candidates who have disability of 40 % or more if so desired by the person. The facility of scribe is meant for only those candidates with disabilities who have physical limitation to write including that of speed. In all such cases where a scribe is used, the following rules will apply:

  • The scribe will be allowed to be used as per the guidelines issued vide Office Memorandum F. No. 16- 110/2003-DD.III dated February 26, 2013 of Government of India, Ministry of Social Justice and Empowerment, Department of Disability Affairs, New Delhi and clarification issued by Government of India, Ministry of Finance, Deptt. Of Financial Services vide letter F. No.3/2/2013 - Welfare dated 26.04.2013.

  • The candidate will have to arrange his/ her own scribe at his/ her own cost.

  • Both, the candidate as well as the scribe will have to give a suitable undertaking, in the prescribed format with passport size photograph of the scribe. Further, in case it later transpires that the candidate/scribe has suppressed any material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the test/ examination.

  • Candidates with disability who have physical limitation to write including that of speed shall be allowed compensatory time of 20 minutes per hour of the examination whether availing the facility of scribe or not

  • Any candidate who is not eligible to use scribe as per the guidelines referred to above, but uses scribe in the written examination shall be disqualified to participate further in the recruitment process. Any candidate who is using scribe should ensure that he is eligible to use scribe in the examination as per the above guidelines. Any candidate using scribe in violation of the above guidelines shall stand disqualified and can be removed from service without notice, if has already joined the Bank.

SELECTION PROCEDURE:

Selection will be through online test and/or personal interview, depending on the number of applicants/eligible candidates.

I. ONLINE EXAMINATION

The structure of online examination will be as under:

The above tests except the Test of English Language will be available bilingually, i.e. English and Hindi. The test of English Language will be of qualifying nature i.e. Marks obtained in English Language will not be added while preparing merit List.

Qualifying marks stipulated above are for General Category candidates. Candidates belonging to the Reserved Category (SC/ST/OBC/PWD), filling in vacancies reserved for the relevant category, will be entitled to a relaxation of 5% marks in relation to that stipulated for general category candidates

II. INTERVIEW :

Merit list of the candidates based on the marks obtained by them in online examination (marks obtained in General Awareness with special reference to Banking and Financial Management paper) will be prepared in descending order for the respective categories i.e. SC/ST/OBC/GEN. Candidates securing the minimum qualifying marks stipulated for Online Tests and ranking sufficiently high in the order of merit shall be called for Personal interview – Mere passing in the Online Test shall not vest any right in a candidate for being called for Personal Interview. In case of equal marks by two or more candidates, the merit order of such group of candidates will be on the basis of Date of Birth i.e. Candidate senior in age will be placed higher in the merit List.

The Bank may conduct the selection process only on the basis of Interview without holding online test. Accordingly, if online examination is not conducted for any of the post, adequate number of candidates as decided by the Bank will be shortlisted for the interview based on their qualification, experience, and overall suitability for the post.

The total marks allotted for Interview are 100. The minimum qualifying marks for the general/unreserved category candidates will be 40% and for SC/ST/OBC/PWD is 35%.

III. MERIT LIST :

Selection will be through online test and/or personal interview, depending on the number of applicants/eligible candidates.

In case online test is conducted, the weightage (ratio) of Online Examination and interview will be 80:20. The combined final scores of candidates shall be arrived at on the basis of total scores obtained by the candidates in Online Examination (marks obtained in General Awareness with special reference to Banking Industry and Financial Management paper) and Interview. A candidate should be found suitable both in the Online Examination and interview to be eligible for final selection.

Merit list of the candidates based on the marks obtained by them in Online Examination and Personal Interview will be prepared in descending order for the respective categories i.e. SC/ST/OBC/GEN. The final selection will be made on the basis of this merit list.

If online examination is not conducted for any scale/post, the final selection will be made through personal interview. In such case merit list will be prepared on the basis of marks obtained in Personal Interview in descending order for the respective categories i.e. SC/ST/OBC/GEN. The final selection will be made on the basis of this merit list.

In case of equal marks obtained by two or more candidates, the merit order of such group of candidates will be on the basis of marks obtained in Online examination i.e. candidate securing higher marks in Online exam will be placed higher in the merit list.

If the marks obtained in the online exam is also equal or online examination is not conducted, the merit order will be on the basis of Date of Birth i.e. Candidate senior in age will be placed higher in the merit List.

EC issued letter of intent for purchase of 16.15 lakh VVPAT EVM's

  • The Election Commission has issued letter of intent for purchase of 16.15 lakh Voter-Verifiable Paper Audit Trail (VVPAT) machines, following a clearance by the Union Cabinet on fund allocations.

  • The machines will be procured in 2017-18 and 2018-19 at an estimated cost of Rs. 3,173.47 crore from public sector undertakings BEL and ECIL.

Army looking for ways of optimum utilisation of personnel

  • Army Commanders’ Conference has debated ways of optimum utilisation of personnel as the Service has a “highly pyramidal structure” and hence over “50% personnel are not promoted despite being highly competent”.

  • Army said its core values had not changed, and rapid “societal changes and discernible impact of socio-economic aspirations on Army” had been a focus area of the conference. Various measures to enhance transparency and inclusiveness were deliberated.

  • This comes against the backdrop of concerns on the sahayak system in the Army after a series of videos had surfaced on social media recently in which serving personnel alleged that they were forced to do menial jobs.

  • Under the orderly system, jawans are assigned to officers to perform certain specified personal tasks. The government has promised a full review of the system, but no proposal has been made to abolish it.

  • The biannual conference, gives an opportunity for the top leadership to carry out due diligence on a range of issues and decisions are taken through a “collegiate system” comprising Commanders and other senior officers.

Australia wants logistics support agreement with India

  • Australia has put forward a proposal to have a logistics support agreement with India on the lines of the one concluded with the U.S.

  • However, yet to take a call on it, India has said that it would first like to get the Logistics Exchange Memorandum of Understanding (LEMOA) with the U.S. operational.

  • India and Australia have been expanding their military-to-military cooperation, especially in the maritime domain, given their shared interests and concerns in the Indian Ocean, with the rapid expansion of China’s naval presence in the region.

  • However, India has informally conveyed that it would like to first operationalise the LEMOA with the U.S. and would like to take up other such agreements after that.

  • The proposal comes in the backdrop of Australia’s recent request for observer status during this year’s Malabar trilateral naval exercises scheduled to be held in July.

  • At the time of signing LEMOA, Govt said that that they were open to similar agreements with other countries as well, depending on the necessity and the advantage that they would bring to India.

PM said New India can only be formed if all states work together

  • Stating that the vision of ‘New India’ could only be realised if all States work together, Prime Minister Narendra Modi urged them to speed up capital expenditure and infrastructure creation.

  • Addressing the third meeting of the Governing Council of the NITI Aayog, Mr Modi pointed out while there has been a 40% increase in overall fund allocation to States between 2014-15 and 2016-17.

  • Stating that poor infrastructure was hampering economic development, Mr. Modi said more expenditure on basics such as roads, ports, power and railways would help accelerate the pace of growth.

  • The Prime Minister also added that a “constructive discussion” had begun on the subject of holding Union and State elections simultaneously and the debate should be carried forward.

  • The meeting, at which the 15-year policy vision and the three-year policy action plan were discussed to accelerate the country’s economy, was attended by Chief Ministers of 27 States.

  • In his closing remarks, Mr. Modi added that States should make legislative arrangements “without delay” for GST roll-out from July 1.

  • He also pointed out that suggestions have come in to change the financial year to January-December from current April-March period.

INTRODUCTION

This Booklet gives you detailed information about the competitive examination for recruitment of Probationary Officers in State Bank of India. This post was advertised in the Employment News/Rozgar Samachar issue dated 18-26 February, 2017 and on the Bank’s website www.sbi.co.in/careers or www.statebankofindia.com/ careers. The terms and conditions, period of probation, emoluments etc. were given in the advertisement No. CRPD/PO/2016-17/19. You should ensure that you are eligible in respect of age, educational qualification, nationality as stipulated in the advertisement.

This handout contains details pertaining to various aspects of the online examination you are going to take and describes the kind of test which will be given to you in the examination. The assessment will be done online. You are advised to study this booklet carefully as it will help you in preparing for the examination.

GENERAL INSTRUCTIONS

1. Particulars to be Noted : Please note carefully your Roll Number, date, time and venue for the examination given in the call letter.

2. Punctuality in Attendance : Candidates should be present at the examination hall at the time given in the call letter. Candidates arriving late will not be permitted to enter the Examination Hall.

3. Call letter to be Surrendered : Affix firmly a copy of your recent passport size photograph in the space provided for it in the call letter and bring it with you alongwith photo identity proof in original and a photocopy when you come to the venue for the examination. You will not be permitted to appear for the examination if you come without the photo identity proof in original and a photocopy, call letter or without the photograph affixed on the call letter. You will be required to sign in the space provided for candidate’s signature on your call letter in the presence of the invigilator in the examination hall. Invigilator will take your left
thumb impression on the call letter while collecting the same. You should hand over your call letter alongwith the photocopy of photo identity proof to the invigilator in the examination hall, when he collects the call letters from the candidates.

4. Compliance with Instructions : You should scrupulously follow the instructions given by test administrators and the invigilators at all the stages of the examination for which you have been called. If you violate the instructions you will be disqualified and may also be asked to leave the examination hall.

5. Use of Books, Notes, Calculators & Cell Phones : No calculator separate or with watch, cell phones, books, slide rulers, note books or written notes will be allowed inside the examination hall.

6. Do not leave your seat unless you are allowed.

7. Use of Stationery : You must bring stationery such as pencils, ball point pen with you.

8. Rough work to be done on the sheet provided : You should do all the necessary rough work on sheet provided only. After the test is over, you should hand over the sheet, given for rough work to the invigilator. Any candidate who does not return the above material or is found to attempt to take or pass on the questions or answers inside or outside the examination hall will be disqualified and the Bank may take further action against him as per rules of the Bank.

9. There will be Penalty for wrong answers marked by you in the objective tests. There are five alternative answers to every question of all the tests. For each question for which a wrong answer has been given by you, one-fourth of the marks assigned to that question will be deducted as penalty. If a question is left blank, i.e. no answer is given by you, there will be no penalty for that question. If the total of the penalty for test is in fraction, it will be rounded off to the nearest integer. You should therefore be careful in marking your answers.

10. Copying / Misconduct / Unfair Practices : If a candidate is/has been found guilty of –

i) Copying or allowing copying;

ii) Using unfair means during the test;

iii) Impersonating or procuring impersonation by any person;

iv) Misbehaving at the examination venue;

v) Disclosing, publishing reproducing, transmitting, storing or facilitating transmission and storage of test contents in any form or any information therein in whole or part thereof or by any means verbal or written, electronic or mechanical or taking away the papers supplied in the examination hall or found to be in unauthoirsed
possession of test content.

vi) Resorting to any other irregular or improper means;

vii) Obtaining support of his/her candidature by any means.

He/she will, in addition to rendering himself/herself liable to criminal prosecution, be liable to,

(a) Disqualification from selection process.

(b) Be debarred permanently/for specific period from any examination or selection by the Bank .

Candidates are warned against filling up/furnishing false, tampered/fabricated information or suppressing material information.

The Bank would be analyzing the responses of a candidate with other appeared candidates to detect patterns of similarity. On the basis of such an analysis, if it is found that the responses have been shared and scores obtained are not genuine/valid, the Bank reserves the right to cancel his/her candidature.

11. Travelling Allowance shall not be paid : No travelling allowance or other expenses in connection with the examination will be paid. Please also note that the call letter does not constitute an offer of employment by State Bank of India.

12. The possibility for occurrences of some problem in the administration of the examination cannot be ruled out completely which may impact test delivery and/or result from being generated. In that event, every effort will be made to rectify such problem, which may include movement of the candidates from one venue/lab/computer (node) to others and reconduct of the examination if considered necessary.

In Main Examination :

Biometric data (Right thumb impression) will be captured twice - before the start of exam and after completion of exam. With regards to the same, please note the following :

(a) If fingers are coated (stamped ink/mehndi/coloured...etc), ensure to thoroughly wash them so that coating is completely removed before the exam day.

(b) If fingers are dirty or dusty, ensure to wash them and dry them before the finger print (biometric) is captured.

(c) Ensure fingers of both hands are dry. If fingers are moist, wipe each finger to dry them.

(d) If the primary finger (Right thumb) to be captured is injured/damaged, immediately notify the concerned authority in the test centre.

(Any failure to observe these points will result in non-admittance for the examination)

Below are given some sample questions for each of these tests. The type of questions are only illustrative and not exhaustive. In actual test you may find questions on some or all these types and also questions on the type not mentioned here.

English Language

This is a test to see how well you know English. Your English language ability would be tested through questions on grammar, vocabulary, sentence completion, synonyms, antonyms, comprehension of a passage, etc. Study and answer the sample questions given below :
