Parliament passed the Central Universities (Amendment) Bill, 2021 which will establish a Central University in Ladakh

  • Parliament has passed the Central Universities (Amendment) Bill, 2021 with the Rajya Sabha approving it today.
  • The Lok Sabha has already cleared it.
  • The bill seeks to establish a new Central University in Ladakh to ensure an increase in accessibility and quality of higher education and research for the people of the Union territory.
  • The new university will be named as Sindhu Central University.
  • Speaking on the bill, Education Minister Dharmendra Pradhan said, the government has allocated Rs. 750 crore for the development of this university in which 2,500 students will be benefited.
  • The Minister said, the Centre had announced the establishment of a new university after scrapping Article 370 with regard to Jammu and Kashmir. The bill was passed after a brief discussion.

International Day of Indigenous Peoples observed on 9 August

  • Every year on August 9, the International Day of the World's Indigenous Peoples is observed. Nearly 476 million indigenous people live in 90 countries across the world. They account for 6.2 per cent of the world's total population. 
  • India, on the other hand, is home to around 104 million of these indigenous people, which makes them 8.6 per cent of the country's total population. According to the International Work Group for Indigenous Affairs (IWGIA), 705 ethnic groups have been officially recognised as "Scheduled Tribes". 
  • There are several other groups considered "scheduled tribes", but not officially recognised, says IWGIA.
  • Unique cultures, traditions, languages, and knowledge systems define the world's indigenous peoples. The United Nations says that they have a special relationship with their lands and have a different way -- based on their worldview and priorities -- of looking at the development.
  • The theme for this year's International Day of Indigenous Peoples is “Leaving no one behind: Indigenous peoples and the call for a new social contract”. The people around the world, the United Nations says, must raise their voice and demand indigenous peoples' inclusion, participation and approval in the constitution of a system with social and economic benefits for all.

Parliament passed the Limited Liability Partnership (Amendment) Bill

  • Lok Sabha Monday passed the Limited Liability Partnership (Amendment) Bill, which seeks to encourage the start-up ecosystem and further boost the ease of doing business, amid uproar by the Opposition over the Pegasus snooping row and other issues.
  • The bill, which seeks to decriminalise 12 offences under the law and help improve the ease of doing business by amending the Limited Liability Partnership (LLP) Act, 2008, was passed through a voice vote.
  • Finance Minister Nirmala Sitharaman said it is a very important bill and will bring positivity in the LLP eco-system. She stressed the legislation will lead to ease of doing business.
  • She said that with the passage of the bill, criminal offences will be brought down while ease of doing business will go up and partners will have more flexibility.
  • The bill proposes to introduce the concept of small limited liability partnership in line with the concept of small company under the Companies Act, 2013.
  • The proposed bill seeks to reduce the total number of penal provisions under the LLP Act to 22 -- seven compoundable offences, three non-compoundable and 12 defaults to be dealt with under the 'In-House Adjudication Mechanism'.
  • Compoundable offences are those which can be settled by paying a certain amount of money.
  • Offences that relate to minor or less serious compliance issues, involving predominantly objective determinations, are proposed to be shifted to the In-House Adjudication Mechanism (IAM) framework instead of being treated as criminal offences.

NASA Mars rover fails to collect rock in search of alien life

  • NASA's Perseverance drilled into the surface of Mars but failed in its initial attempt to collect rock samples that would be picked up by future missions for analysis by scientists on Earth. 
  • But data sent to Earth by the rover after its first attempt to collect a sample and seal it in a tube indicated no rock had been gathered.
  • "While this is not the 'hole-in-one' we hoped for, there is always risk with breaking new ground," said Thomas Zurbuchen, associate administrator for NASA's science mission directorate, in a statement.
  • "I'm confident we have the right team working this, and we will persevere toward a solution to ensure future success."
  • The drill hole is the first step of a sampling process that is expected to take about 11 days, with the aim of looking for signs of ancient microbial life that may have been preserved in ancient lakebed deposits.

Indian Army to participate in International Army Games 2021 in Russia from 22nd August to 4th September

  • A 101 member contingent of the Indian Army will proceed to Russia to participate in International Army Games - 2021 from 22 August to 04 September 2021. The contingent will participate in Army Scout Masters Competition (ASMC), Elbrus Ring, Polar Star, Sniper Frontier and Safe Route games showcasing various drills in High Altitude Area terrain, operations in snow, sniper actions, combat engineering skills in obstacle ridden terrain in the various competitions. 
  • The contingent will also contribute two observers (one each) for the Open Water and Falcon Hunting games in which Pontoon Bridge laying and UAV crew skills will be showcased by the participating teams.
