Parliament passed the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021 as recommended by Arunachal Pradesh

  • The Upper House on Thursday passed the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021 allowing inclusion of Mishmi-Kaman (Miju Mishmi), Idu (Mishmi), Taraon (Digaru Mishmi) and Monpa, Memba, Sartang and Sajolang (Miji) in the list in lieu of ‘Mishmi, Idu, Taroan’ and ‘Momba’ respectively. The bill sought to amend the constitutional list of Scheduled Tribes as recommended by Arunachal Pradesh.
  • The bill provides for modifying Part-XVIII of the Schedule to the Constitution (Scheduled Tribes) Order, 1950, relating to the state of Arunachal Pradesh. The government said that the amendment in the list of Scheduled Tribes will not lead to any additional recurring expenditure from the Consolidated Fund of India on account of benefits which are likely to be provided to persons belonging to the communities proposed in the bill. Parliamentarians Banda Prakash (TRS), M Thambidurai (AIADMK), K Somaprasad (CPI-M), Fauzia Khan (NCP), Manoj Jha (RJD) and SK Gupta (AAP) spoke briefly on the bill and extended their support to it.
  • Munda said that there are 18 communities with their synonyms appearing in the illustrative list of Scheduled Tribes in respect of the state of Arunachal Pradesh.

First naval exercise between India and Saudi Arabia held at Port Al-Jubail

  • From a rare call at a Norwegian port to exercises in the Persian Gulf to joint drills with its Australian, US and Japanese counterparts in Guam, its busy season for the Indian Navy – with maritime diplomacy in full swing.
  • The Russian built INS Tabar has held exercises with the Norwegian Navy over the weekend, the Indian Navy said in a statement, describing the visit to the Bergen harbor as “a landmark."
  • According to a second statement from the Indian Navy, INS Shivalik, a stealth warship and INS Kadmatt, an anti submarine warfare corvette, will be exercising with the Royal Brunei Navy. The two Indian ships arrived in Muara in Brunei on Monday.
  • “India’s interests are now varied and lie far beyond its own waters," said a person familiar with the matter. Military exercises enhance ties between countries as well as between navies besides improving interoperability, the person cited above said.
  • The first Indian Navy statement said that “Norwegian officials expressed their happiness on receiving an Indian warship (INS Tabar) and hoped to see more such similar engagements in future to consolidate the relations between the two countries."

PM Modi launches second phase of Pradhan Mantri Ujjwala Yojana

  • Prime Minister Narendra Modi launched Ujjwala 2.0 (Pradhan Mantri Ujjwala Yojana - PMUY) by handing over LPG connections, at Mahoba Uttar Pradesh today via video conferencing. During the event, the Prime Minister interacted with beneficiaries of the Ujjwala.
  • Addressing the event, the Prime Minister said he was delighted to address the sisters of UP ahead of Raksha Bandhan. He said the number of people, especially women whose lives have been illuminated by the Ujjwala Yojana is unprecedented. This scheme was launched in 2016 from Ballia in UP, from the land of Mangal Pandey, the pioneer of the freedom struggle.
  • He said today the second edition of Ujjwala is also launched from UP’s Veerbhoomi - Mahoba. He remembered another son of the soil of Bundelkhand, Major Dhyan Chand or Dadda Dhyan Chand. He said the name of the country's highest sports award is now named as Major Dhyan Chand Khel Ratna Award. He said this will inspire lakhs of people who want to pursue sports.
  • The Prime Minister lamented that the countrymen had to wait for decades for getting many basic amenities such as Housing, Electricity, Water, Toilet, Gas, Roads, Hospital and School. Many of such things could have been addressed decades ago.
  • He said that our daughters will be able to come out of the house and kitchen and contribute extensively in nation building only when the problems related to house and kitchen are solved first.

RBI to impose fine of Rs 10,000 per ATM on ATMs that run out of cash from October 1

  • The Reserve Bank of India (RBI) has asked banks and white label automated teller machine (ATM) operators to put in place a robust system that will allow them to monitor the availability of cash in ATMs and ensure timely replenishment to avoid cash-out situations.
  • The central bank has introduced a 'scheme of penalty for non-replenishment of ATMs', effective October 1, 2021, wherein banks and white label ATM operators will be penalised, in the event of cash-outs beyond the permissible time limit.
  • According to the scheme, a penalty of Rs 10,000 per ATM will be levied in the event of a cash-out situation for more than 10 hours in a month. “In the case of white label ATMs, the penalty would be charged to the bank which is meeting the cash requirement of that particular white label ATM. The bank, may, at its discretion, recover the penalty from the white label ATM operator”.
  • The officer-in-charge at the ‘Issue Department’ of RBI’s regional office is the competent authority to levy the penalty on banks for non-availability of cash in ATMs in their jurisdiction.
  • “Appeal against the decision of the competent authority, if required, may be made by the banks/ white label ATM operators to the Regional Director/Officer-in-charge of the regional office concerned, within one month from the date of imposition of penalty,” RBI said.

Annual Perseid meteor shower to be visible today, peak just before dawn

  • The Perseid meteor shower, an annual celestial event, is all set to return on Wednesday night. First spotted by American space agency Nasa's meteor-tracking cameras on July 26, the Perseids are predicted to reach their peak before dawn on August 12, giving the best chance to witness one of the biggest meteor showers of the year.
  • Astronomy lovers can catch the best glimpses of meteors soon after evening twilight ends. The Perseid meteor shower will be visible in the northern hemisphere and down to the mid-southern latitudes, according to earthsky.org.
  • Meteors are caused by tiny, sandgrain- to pea-size bits of dusty debris striking the top of Earth's atmosphere roughly 130 km up. The debris was deposited the tail of comet Swift-Tuttle. Every year, the Earth passes through this region - it begins around July 17 and continues till August 24.
  • In between this period, when the Earth passes through the densest part of the tenuous "river of rubble" (around August 12), it triggers the peak of meteor shower.
