Parliament passed a bill empowering the Lieutenant Governor in Delhi
- According to the bill, Government of National Capital Territory of Delhi (Amendment) Act, 2021, the “government” in Delhi would mean Lt Governor in context of all legislations to be passed by the state assembly.
- The ministry of home affairs on Monday introduced in LokSabha a controversial Bill that gives overarching powers to the Lieutenant Governor (L-G) of Delhi in day-to-day functioning of the national Capital, a move which is set to revive the tussle between AamAadmi Party-led Delhi government and the Centre.
- According to the Bill, Government of National Capital Territory of Delhi (Amendment) Act, 2021, the “government” in Delhi would mean L-G in context of all legislations to be passed by the state assembly. The statement of objects and reasons of the Bill said this is in consistency with the status of Delhi as a Union Territory to address the ambiguities in the interpretation of the legislative provisions.
- The Bill makes it mandatory for the Delhi government to take the opinion of the L-G before any executive action in the city.
- The Supreme Court had, on July 4, 2018, ruled that the L-G cannot interfere in every decision of the Delhi government and that he must act on aid and advice of the council of ministers.
LokSabha passed Juvenile Justice Amendment Bill
- LokSabha passed a bill that seeks to strengthen child protection at the district level by empowering district magistrates to effectively coordinate and monitor the functions of various agencies responsible for the implementation of the provisions of the Juvenile Justice Act.
- The Juvenile Justice (Care and Protection of Children) Amendment Bill 2021 was passed after a reply by omen and Child Development Minister SmritiIrani.
- She said the bill establishes linkages between various authorities and agencies in child protection.
- The minister said very few states in the country have an active District Child Protection Unit (DCPU) and strengthening the district administration is necessary to save the children from abuse.
- The bill seeks to strengthen child protection at the district level. It empowers district magistrate including additional district magistrate to authorise orders of adoption, in order to address issues of delay in adoption.

North Korea missile launch tests Biden, alarms Japan ahead of Olympics
- The apparent tests were reported by authorities in the United States, South Korea, and Japan, and coincided with the start of the Olympic torch relay in Japan.
- North Korea launched two suspected ballistic missiles into the sea near Japan on Thursday, underscoring steady progess in its weapons programme and ramping up pressure on the new U.S. administration as it reviews North Korea policy.
- The apparent tests were reported by authorities in the United States, South Korea, and Japan, and coincided with the start of the Olympic torch relay in Japan.
- They would be the first ballistic missile tests by North Korea in nearly a year and the first reported since US President Joe Biden took office in January.
- "Every day that passes without a deal that tries to reduce the risks posed by North Korea’s nuclear and missile arsenal is a day that it gets bigger and badder," said VipinNarang, a nuclear affairs expert at the Massachusetts Institute of Technology in the United States.

LokSabha passes The Finance Bill, 2021
- In RajyaSabha, the Appropriation (No.2) Bill, 2021 is on the list for consideration and passing.
- The Finance Bill, 2021 will be taken up by LokSabha for consideration and passing as Parliament will convene at 11am on Tuesday. Finance Minister NirmalaSitharaman tabled the bill in the lower house of the Parliament on Monday. The bill gives effect to the financial proposals of the Centre for the financial year 2021-22.
- In RajyaSabha, the Appropriation (No.2) Bill, 2021 is on the list for consideration and passing. The bill seeks to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 2019-20.
- The second and final half of the Budget session will end on April 8. The first part of the budget session commenced on January 29 with the address of President Ram NathKovind to both houses. The first part concluded on February 29 and the second part began on March 7.
Discussing privatisation of public sector banks with Centre, says RBI governor
- The Reserve Bank of India (RBI) is in discussion with the government over the privatisation of public sector banks, governor Shaktikanta Das said on Thursday, according to news agency PTI. The process "will go forward", the governor added.
- He made the comments while delivering the inaugural address at the India Economic Conclave (IEC) 2021 underway in Delhi.
- These comments come in reference to the Centre's plan to privatise Public Sector Banks. It was proposed during the Budget speech by finance minister NirmalaSitharaman on February 1 as part of the efforts to revive the economy which is reeling under the impact of the Covid-19 pandemic. The government is aiming to generate ₹1.75 lakh crore through the disinvestment drive.
- The proposal has met with major criticism and protests by bank unions and various opposition leaders. Earlier on March 15 and 16, the United Forum of Bank Union, an umbrella body of nine bank unions, called a two-day nationwide strike against the privatisation of Public Sector Banks. "In the era of 'Bank Nirbhar Bharat', where all the schemes of the government are being implemented by the public sector banks, the proposal to privatise two PSBs is retrograde and inimical to the national interest," said bank unions in a joint release.

Musk on SpaceX landing Starship rockets on Mars
- In December last year, Musk said his company is “highly confident” that it will land humans on Mars by 2026, terming it as an achievable goal “about six years from now.”
- SpaceX chief executive Elon Musk said on Tuesday his company will land Starships on the Red Planet before 2030. Musk’s comment was a reply to a tweet on his timeline, which included an article on how Europe feared the progress of Space X. “SpaceX will be landing Starships on Mars well before 2030. The really hard threshold is making Mars Base Alpha self-sustaining,” Musk tweeted.

India win historic ninth gold in best ever world cup performance
- Euphoria swept through the stands as the scoreboard flashed the result at the end of the 25m sports pistol final at the ISSF World Cup here. ChinkiYadav, RahiSarnobat and Manu Bhaker–in that order–occupied the first three places. A gold-silver-bronze for India. On a day that India recorded their best ever performance at a shooting world cup, reaching a record tally of nine gold medals–the most by any nation in a single edition–the action was relentless.
- What that scoreboard did not reveal was how much it mattered to the three shooters engaged in the nerve-wracking contest. All three have Tokyo Olympics quota places– Chinki and Sarnobat have it in the event they were competing in.
