The longest running saga in the Indian tax history may well be at an end. After years of re-negotiations, the over three-decade-old tax treaty between India and Mauritius has finally been amended to remove the capital gains exemption, albeit in a phased manner. Ordinarily, one would have expected investors to cry foul, the markets to react violently (like it did in early years of the last decade when the availability of treaty was called into question) and the overall reaction to be very negative.

Public interest law movement which came to be known as public interest litigation (PIL) in India and England is perhaps the most striking innovation in Indian judiciary. It emerged as a part of the
legal aid movement directed towards the protection of the rights of minorities, women, children, the downtrodden and weaker sections of the society. The legal system had failed to protect their interests because of lack of access to justice, lack of standing or economic and other disablilities. The traditional legal or constitutional system could not provide quick relief in cases where interest of a large number of people was at stake. This led to the emergence of PIL. Judiciary came forward to provide quick remedy to suffering masses by relaxing the rule of ‘ locus standi ’. It means a right of appearance in a court of justice or before a legislative body on a given question. Such steps have led to the emergence of PIL and Judicial Activism.

RBI Recruitment Exams Sample Papers for ASSISTANT MANAGER (Previous Year - 2014: ASSISTANT MANAGER Rajbhasha)

R.B.I.S.B. (ASSISTANT MANAGER – RAJBHASHA)

PY - 2014

Translate the following passage into Hindi :—

Underdeveloped countries are most susceptible to inflation. Inflation in an underdeveloped economy generally occurs when there is an abnormal increase in the effective demand exerted mainly by the huge government expenditure under the planning process. However, the maintenance of stability in the domestic price level and a fixed, realistic exchange rate are very essential pre-conditions for achieving a maximum rate of sustained economic growth. This needs equilibrium of savings and investment. In an underdeveloped country, however, since the rate of savings is very low, government is usually tempted to raise the level of investment by means of credit expansion and deficit financing. Development efforts of this nature are generally confronted by inflationary price increases. To some economists, inflation is an inevitable price to be paid for economic growth. However, a heated controversy exists as to whether any relationship exists between inflation and economic growth. Nevertheless, it is widely agreed that the policy of development through inflation in underdeveloped countries can be successful and meaningful only if inflation is effectively controlled.

R.B.I.S.B. WRITTEN EXAMINATION FOR RECRUITMENT TO THE POSTS OF
ASSISTANT MANAGER (RAJBHASHA), GRADE ‘ A ’ PY - 2012

Translate the following para into Hindi :---

Credit growth of Indian commercial banks had been showing a decelerating trend from Dec., 2010 on the back of elevated inflation, interest rates and intensification of supply-side constraints. The year FY12 ended with bank credit growth of 19.3% and aggregate deposit growth of 17.4%. Even though the divergence between credit and deposit growth rates had narrowed during the first three quarters of FY12, it widened during the fourth quarter due to a sharper deceleration in deposit growth in Q4, FY12. This resulted in increased dependence of commercial banks on non-deposit sources of finance (i.e., borrowings) during Q4, FY12.While the deceleration in bank credit growth was contributed by all the sectors, i.e., agriculture, industry, services and personal loans, the RBI data showed that the deceleration was particularly sharp in agriculture, real estate, hotels and restaurants, professional services, telecommunication, power, cement, textiles, iron and steel and personal vehicle loans.

Translate the following para into Hindi :---

The demand for non-food credit from the commercial sector started improving from November, 2009 and eventually posted a growth of 16.9% (y-o-y) by end March 2010 as against the Reserve Bank of India’s indicative target of 16.0%. In the year upto October, 2009 deceleration in non-food credit had continued and reached a low of 10.3%. With the industrial recovery getting increasingly broad-based, demand for non-food credit revived since end November, 2009 and pushed upwards the incremental credit-deposit ratio in the second half of FY 10. While, the state-owned banks played a major role in credit expansion during
FY 10, credit extended by private banks also showed some improvement in FY 10 over last year. However, as per the RBI’s report, the loan portfolio of foreign banks contracted further in FY 10.

Translate the following para into Hindi :---

To speak about the economic environment, while Indian economy is slowly reverting to the growth track, there are strains in the form of continuing contraction in exports and the worst agricultural drought since the year 1972. On the positive side, industrial sector has healthily grown at 5.8 per cent during April-August 2009 as against 4.8 per cent during the corresponding period of the last year. There has been an upturn in the primary capital market activity and a steady revival in debt and equity capital inflows since April, 2009. The banking system also has sufficient liquidity thanks to the excellent liquidity management done by the Reserve Bank of India (RBI) amidst a huge government borrowings programme. On the negative side, inflationary concerns have been mounting from the supply side and the growth in private consumption and investment demand still remains sluggish. The banking industry’s credit growth was just 10.8 per cent (y-o-y) as of October 9, 2009 as against 29.5% (y-o-y) a year ago. The Government is expecting a decline of 2.0 to 2.5 per cent in the agricultural GDP in 2009-10 due to the widespread drought conditions.

Translate the following para into Hindi :---

In India, the crisis has not originated in the financial sector. Much of our banking and insurance sector is state-owned. It does not have any meaningful international exposure due to capital controls and had been restrained in its financing of real estate and the capital markets. Only the NBFCs sector and the Mutual Funds were hit and the NBFCs more because of the regulatory imposed asset liability mismatch in their balance sheets. While 2009 will see an increase in NPAs and lower investment profits for insurers, India will witness nothing of the chaos that is unfolding in the west. The rapid reversal, late last year, of FII flows required to meet redemption pressures abroad led first to a liquidity crisis followed by a credit crisis in India.

After four years of boasting of 9 % G.D.P. growth and talking of overtaking China, Indians are reluctant to believe that the economy is headed for a serious fall. But the stock market has crashed, an indication of the pain ahead. Western observers have been lavishing praise on India as a coming economic super-power. So, many Indians believe we have achieved 9 % growth because we are so clever and resourceful. This is a delusion of grandeur. In fact, a global tide has lifted the whole world economy and India along with all others. Given our strengths, we will not suffer as badly as some others. But suffer we will.
